1. Introduction
Pala, one of the major urban centres in Kottayam district, is a historically significant town situated on the banks of the Meenachil River. The town occupies an important position in the fields of education, commerce, healthcare, agriculture and services. It also serves as a major commercial and service centre for the people of the surrounding areas.
Pala Municipality implements various programmes and projects in areas such as integrated urban development, infrastructure development, public health, sanitation, waste management, social welfare, education, sports and environmental protection.
The Municipality aims to improve the quality of life of its residents and ensure sustainable urban development by giving importance to public participation, efficient service delivery and transparent administration.
2. Geographical Profile of Pala Municipality
Pala Municipality is situated in Meenachil Taluk of Kottayam District. The total area of the Municipality is 16.063 square kilometres. The revenue villages of Pulinnoor, Lalam and Meenachil fall within the municipal limits.

The Punalur–Muvattupuzha State Highway and the Athirampuzha–Poonjar State Highway pass through Pala town. The Meenachil River and its associated water bodies play an important role in the geographical and environmental characteristics of the Municipality.

In accordance with the provisions of the Kerala Municipality Act, Standing Committees function in various areas of municipal administration and development. These committees assist the Municipal Council in important sectors such as finance, development, public works, health, education–arts–sports and welfare.
The Municipal Secretary is the head of the official administrative system of the Municipality. Various departments such as General Administration, Revenue, Accounts, Engineering and Health function under the Secretary.
Participatory institutions and mechanisms such as Kudumbashree, Haritha Karma Sena and the Ayyankali Urban Employment Guarantee Scheme also play an important role in the service delivery and development activities of the Municipality.
4. Municipal Administrative System
4.1 Chairperson
The Chairperson is the elected representative who provides leadership to the administration of the Municipality. The Chairperson presides over meetings of the Municipal Council and provides leadership for implementing Council decisions and coordinating various development and welfare activities of the Municipality.
4.2 Vice-Chairperson
The Vice-Chairperson assists the Chairperson in administrative matters and performs the duties of the Chairperson in accordance with the law in the absence of the Chairperson. The Vice-Chairperson also participates in coordinating development and welfare activities and in the functioning of the Municipal Council and Standing Committees.
4.3 Standing Committees
Standing Committees are important institutional mechanisms that examine matters relating to various administrative, development and welfare sectors of the Municipality. They assist the Council in planning, implementation and monitoring of programmes and submit recommendations on relevant matters.
Public Works Standing Committee
The Committee plays an important role in the planning and supervision of construction, repair and maintenance of roads, drainage systems, culverts, bridges, public buildings and other public infrastructure.
Development Affairs Standing Committee
The Committee examines the annual plans and development programmes of the Municipality, identifies priorities in infrastructure, economic and social development sectors, and reviews the progress of various projects.
Health Affairs Standing Committee
The Committee provides supervision and coordination in areas such as public health, sanitation, waste management, communicable disease control and environmental sanitation.
Welfare Standing Committee
The Committee examines the planning and implementation of welfare programmes for senior citizens, persons with disabilities, women, children and economically disadvantaged sections of society. It also deals with social security programmes, housing initiatives and rehabilitation activities.
Education–Arts–Sports Standing Committee
The Committee provides leadership in areas such as development of infrastructure in educational institutions, student welfare, educational awareness, sports training, competitions and development of playgrounds and sports facilities.
Finance Standing Committee
The Committee examines the municipal budget, revenue and expenditure accounts, tax and non-tax revenues and financial transactions. It provides recommendations for efficient utilisation of financial resources and maintenance of financial discipline.
4.4 Councillors
Councillors are the elected representatives of the people of the various wards of the Municipality. They bring the needs and grievances of residents to the attention of the Municipality and participate in Council and Standing Committee meetings.
They provide opinions and recommendations on development programmes, budgetary matters, welfare, public health, sanitation and other issues affecting the local community.
4.5 Ward Sabha
The Ward Sabha is a democratic platform that ensures the direct participation of voters in each ward. It discusses development needs, infrastructure requirements, public health, sanitation, waste management, social welfare and other matters of local importance and considers suggestions from residents.
5. Official Administrative System
5.1 Municipal Secretary
The Municipal Secretary is the principal official responsible for the administration of the Municipality. The Secretary is responsible for implementing decisions of the Municipal Council and Standing Committees, coordinating various departments, communicating with government institutions, maintaining administrative records and ensuring efficient delivery of public services.
5.2 General Administration Department
The General Administration Department handles the day-to-day administrative affairs of the Municipality, Council and Standing Committee meetings, service matters of employees, public applications and complaints, official correspondence, Right to Information applications and maintenance of administrative records.
Assistant Secretary – General Administration
The Assistant Secretary coordinates and supervises the day-to-day activities of the General Administration Department. The post involves handling matters related to Council and Standing Committee meetings, employee service matters, public applications, government correspondence and Right to Information applications.
5.3 Engineering Department
The Engineering Department is responsible for the technical planning and supervision of construction, reconstruction, repair and maintenance of roads, drainage systems, culverts, bridges, public buildings and other municipal infrastructure.
Its responsibilities also include preparation and scrutiny of estimates, designs and technical documents, site inspections, measurements, bill verification and quality control.
Assistant Executive Engineer (AEE)
The Assistant Executive Engineer is responsible for overall technical supervision and coordination of the Engineering Department. Major responsibilities include planning of development, construction and maintenance works, scrutiny of estimates, procedures relating to technical sanction, and monitoring the quality and progress of works.
Assistant Engineer (AE)
The Assistant Engineer is responsible for the technical execution and supervision of assigned projects. Duties include preparation of estimates, designs and technical documents, site inspections, measurements, bill verification and quality inspection.
Overseer
The Overseer undertakes field-level inspection and supervision of engineering works. The officer verifies whether works are being carried out in accordance with approved estimates and technical specifications and is involved in measurement, quality inspection and progress reporting.
5.4 Health Department
The Health Department undertakes activities relating to public health, urban sanitation, waste management, communicable disease control, food safety, mosquito and vector control and public health complaints.
It also inspects hygiene and health-safety conditions in hotels, restaurants, markets, public places and other establishments and takes necessary action in accordance with applicable regulations.
Clean City Manager
The Clean City Manager is responsible for planning, coordinating and supervising sanitation and waste management activities of the Municipality.
The responsibilities include coordination of waste collection, segregation, transfer, transportation, processing and public-place sanitation, in cooperation with the Haritha Karma Sena.
Health Inspector
The Health Inspector supervises health and sanitation inspections and regulatory activities within the municipal limits. The officer inspects restaurants, commercial establishments, markets and other establishments and undertakes necessary action relating to communicable disease control, vector control and investigation of public health complaints.
Junior Health Inspector
The Junior Health Inspector conducts field visits to houses, institutions, hotels and public places to assess sanitation conditions. The officer undertakes field-level activities relating to waste management, mosquito control, prevention of communicable diseases and health awareness.
Birth and Death Registrar
The Birth and Death Registrar registers births and deaths occurring within the municipal limits in accordance with applicable laws and issues certificates. The Registrar also maintains registers and related records and processes corrections and delayed registrations in accordance with existing rules and procedures.
5.5 Revenue Department
The Revenue Department is responsible for assessment, demand, collection and recovery of municipal revenues such as property tax, profession tax, licence fees, rent and advertisement tax.
The Department also maintains tax records and undertakes measures to improve municipal revenue collection and control arrears.
Assistant Secretary – Revenue
The Assistant Secretary coordinates the activities of the Revenue Department and supervises procedures relating to the lawful assessment and collection of taxes and fees.
The post also involves dealing with tax applications, complaints, appeals and arrears.
Revenue Inspector
The Revenue Inspector conducts inspections of buildings and establishments and collects information required for tax assessment.
The officer undertakes field-level activities relating to demand, collection and recovery of property tax, profession tax, licence fees and other municipal revenues.
5.6 Accounts Department
The Accounts Department manages municipal revenue and expenditure accounts, various accounts, bills, vouchers, salaries, pensions, bank and treasury transactions, budget documents, annual financial statements and audit records.
Assistant Secretary – Accounts
The Assistant Secretary coordinates and supervises the activities of the Accounts Department. The responsibilities include scrutiny of revenue and expenditure accounts, bills, vouchers, budget documents, financial statements, treasury and bank transactions and audit-related records.
Accountant
The Accountant undertakes day-to-day accounting activities. Major responsibilities include recording receipts and expenditure, verifying bills and vouchers, maintaining bank and treasury records, preparing statements and reports, and assisting in financial transactions relating to salaries, pensions and other payments.
6. Major Welfare and Participatory Systems
6.1 Ayyankali Urban Employment Guarantee Scheme
The Ayyankali Urban Employment Guarantee Scheme is intended to provide employment and income security to economically disadvantaged households in urban areas.
Public-benefit works such as water conservation, cleaning of drains and canals, maintenance of public places and urban greening are undertaken as part of the scheme.
Overseer
The Overseer provides technical supervision at the field level for works undertaken under the scheme. The responsibilities include monitoring progress, checking worker attendance, measurements and quality, and maintaining the Measurement Book and related records.
Accountant
The Accountant maintains records relating to receipts and expenditure, wages of workers, bills, vouchers, utilisation of funds and financial reports under the scheme.
6.2 Kudumbashree
Kudumbashree is a community-based system aimed at promoting women's social and economic empowerment, poverty reduction and livelihood security.
Through its three-tier structure consisting of Neighbourhood Groups (NHGs), Area Development Societies (ADS) and Community Development Societies (CDS), Kudumbashree promotes savings, credit, bank linkages, skill development, micro-enterprises and self-employment.
Kudumbashree CDS Chairperson
The CDS Chairperson provides leadership for coordination and supervision of Kudumbashree activities at the municipal level.
The Chairperson coordinates the activities of Neighbourhood Groups, ADSs and the CDS and provides leadership in areas such as livelihood development, entrepreneurship, social development and poverty reduction.
Neighbourhood Groups
Neighbourhood Groups, the basic units of Kudumbashree, promote women's collective action, savings, internal lending, bank linkages, livelihood activities and micro-enterprises.
They also facilitate the linkage of eligible families with various government programmes and participate in social development activities.
6.3 Jagratha Samithis
Jagratha Samithis are local-level mechanisms intended to promote a safe and just social environment for women and children.
They receive complaints relating to violence, harassment, domestic violence and discrimination and, where necessary, coordinate with relevant government departments, the police and legal assistance mechanisms to facilitate appropriate intervention.
6.4 National Urban Livelihoods Mission (NULM)
The National Urban Livelihoods Mission is aimed at strengthening the livelihood security and socio-economic empowerment of the urban poor.
The programme provides support in areas such as self-help groups, skill training, self-employment, entrepreneurship, bank credit linkage, livelihood security of street vendors and urban shelters.
6.5 Haritha Karma Sena
Haritha Karma Sena is a community-based waste management system that collects non-biodegradable waste from households and institutions at source, segregates it and facilitates its transfer for reuse and recycling.
The Haritha Karma Sena also plays an important role in waste segregation, sanitation awareness and environmental protection.
6.6 Transferred Institutions
The Municipality provides necessary administrative and developmental support to transferred institutions that deliver local-level services in areas such as education, public health, social welfare, sanitation and urban development.
The Municipality supports activities relating to infrastructure development and maintenance, implementation of programmes and improvement of service availability in these institutions.
